Kentucky Air National Guard Lt. Col. Phillip Howard, commander of the 123rd Civil Engineer Squadron, presents a certificate to Tony Roy, an airfield technician with the Louisville Regional Airport Authority in Louisville, Ky., on Sept. 21, 2012.
